On November 24, 2016, the “China Smart Pharmaceutical Manufacturing 2025” Summit Forum was successfully held in Hangzhou. The forum released the Hangzhou Declaration on “China Smart Pharmaceutical Manufacturing 2025,” outlining a shared vision and establishing an action plan along with ten-year development goals. By implementing a strategy for technological innovation in smart pharmaceutical manufacturing, the initiative aims to build the “Made in China” pharmaceutical brand, promote the application of smart manufacturing technologies that enable green, safe, high‑quality, efficient, and resource‑conserving growth in the pharmaceutical industry, and accelerate China’s transformation into a global leader in pharmaceuticals.

This forum is co-hosted by the Medical and Health Sciences Division of the Chinese Academy of Engineering, Zhejiang University, and the China Association of Traditional Chinese Medicine, and organized by Charoen Pokphand Qingchunbao Pharmaceutical Co., Ltd., a subsidiary of Shanghai Pharmaceuticals, along with the Institute of Drug Informatics at Zhejiang University. It aims to implement the national strategy of “Made in China 2025” and to advance technological innovation, industrial upgrading, and leapfrog development in China’s pharmaceutical sector.

Professor Si Jianmin, Vice Chairman of the Zhejiang Provincial People’s Congress and former Vice President of Zhejiang University; Academicians Zhang Boli, Wang Weiqi, Liu Changxiao, Li Dapeng, and Wang Guangji of the Chinese Academy of Engineering; and other distinguished guests attended the conference and delivered important addresses. Also participating in the symposium were Deputy Director-General Wu Haidong of the Ministry of Industry and Information Technology, Secretary-General Zhang Wei of the National Pharmacopoeia Commission, Chief Scientist Qian Zhongzhi, and Professors Cheng Yiyu and Qu Haibin of Zhejiang University, as well as Professor Yang Ming of Jiangxi University of Traditional Chinese Medicine, among other experts.

Shanghai Pharmaceuticals and its subsidiary, Zhengda Qingchunbao, served as one of the event’s co-organizers, joining leaders and representatives from pharmaceutical companies including Shandong Buchang, Heilongjiang Zhenbaodao, Huafang Pharmaceutical, Chongqing Taiji, Dong’e Ejiao, Suzhou Zhongyao, Shanghai Kaibao, Wuzhou Zhongheng, Tianjin Tasly, East China Pharmaceutical, Yiling Pharmaceutical, Yunnan Baiyao, Lizhu Group, Hunan Zhengqing, Wanbangde, Zhongxin Pharmaceutical, Tianjin Tongrentang, Jiangsu Jiuxu, Shanghai Lvgu, Wuhan Jianmin, and others, to jointly host this grand gathering, forge industry-wide consensus, and drive innovation and upgrading in the “Made in China” sector.

China’s pharmaceutical industry ranks second globally in terms of output value, making it a major pharmaceutical producer worldwide. However, compared with the world’s most advanced standards, China’s pharmaceutical sector is large but not strong, with significant gaps in areas such as independent innovation capacity, resource‑use efficiency, level of digitalization, and overall quality and profitability. In particular, traditional Chinese medicine and ethnic minority medicines—fields where China enjoys unique strengths—still lag behind in overall manufacturing technology, urgently requiring transformation and upgrading toward greater informatization and intelligentization.

With the advent of the artificial intelligence and big data era, cutting-edge technologies such as the industrial internet and big data will play a pivotal role in the future development of the pharmaceutical industry. As China embarks on the journey from a “major pharmaceutical producer” to a “leading pharmaceutical power,” its pharmaceutical sector must adopt forward-looking, strategic planning and leverage technological innovation to seize the global forefront of pharmaceutical engineering and science.

In response to the CPC Central Committee’s call to implement the innovation-driven development strategy and to carry out national strategic plans such as “Made in China 2025” and “Healthy China 2030,” a summit forum titled “China Smart Pharmaceutical Manufacturing 2025” was convened. Initiated by Academician Zhang Boli, Professor Cheng Yiyu, and others, and jointly organized with the participation of numerous pharmaceutical enterprises including Shanghai Pharmaceuticals, the forum aims to build consensus on technological innovation in pharmaceutical engineering, proactively address the challenges of the global industrial revolution, and foster coordinated action among the academic, industrial, and regulatory sectors. By vigorously promoting technological innovation and upgrading within China’s pharmaceutical industry, implementing a strategy focused on enhancing quality and efficiency through advanced industrial standards, and steering the direction of pharmaceutical engineering research and development, the forum seeks to provide robust scientific and technological support for building a strong pharmaceutical nation and advancing Healthy China.

Through extensive discussions at the forum, the academic community, the business sector, and government regulatory agencies have reached a consensus: guided by the principles of “exquisite material selection, meticulous drug formulation, lean manufacturing, and precise quality control,” they aim to comprehensively enhance pharmaceutical quality, strengthen production risk management, and bolster market competitiveness. To this end, they are establishing a comprehensive, benchmark-setting pharmaceutical industry standards system that reflects China’s high‑quality medicines and cutting‑edge pharmaceutical enterprises, with the goal of securing international influence in the development of technical standards for the pharmaceutical industry.
